Turkey’s Ministry of Trade has imposed anti-dumping duties on imports of cold-rolled stainless steel flat products from China after concluding that Chinese producers sold the products at dumped prices, while determining that Indonesian exports recorded dumping margins below the negligible threshold and will not be subject to duties.
According to the Ministry’s final notification report, dumping margins for Chinese exporters were calculated on a CIF basis at 3.95 pct for Jiangsu Yongjin Metal Technology Co., Ltd., Guangdong Yongjin Metal Technology Co., Ltd. and Yongjin Technology Group Co., Ltd., 12.20 pct for Ningbo Baoxin Stainless Steel Co., Ltd. and Shanxi Taigang Stainless Steel Co., Ltd., and 5.45 pct for Angang Lianzhong Stainless Steel Corporation, Fujian Dingxin Technology Co., Ltd., Fujian Hongwang Industrial Co., Ltd., Yangjiang Hongwang Industrial Co., Ltd. and Zhaoqing Hongwang Metal Industrial Co., Ltd., while all other Chinese exporters were assigned a residual dumping margin of 13.47 pct.
For Indonesia, the Ministry found that the cooperating exporter PT Indonesia Ruipu Nickel and Chrome Alloy (IRNC) recorded a dumping margin below the negligible threshold. The report also noted that PT Yong Wang Indonesia is a related producer to IRNC but does not export directly to Turkey, and therefore no dumping margin was calculated for the company.
During the injury investigation period, imports of cold-rolled stainless steel from China amounted to 126,201 tons in 2021, 214,122 tons in 2022 and 166,778 tons in 2023, accounting for 35.6 pct, 57.1 pct and 50.1 pct of Turkey’s total imports of the product, respectively. Imports from Indonesia totaled 37,721 tons in 2021, 49,724 tons in 2022 and 55,093 tons in 2023, representing market shares of 10.7 pct, 13.3 pct and 16.5 pct over the same period.
The investigation was initiated following a complaint by Posco Assan, supported by Trinox Metal, alleging that dumped imports caused material injury to the domestic industry. The dumping investigation covered January 1 to December 31, 2023, while the injury analysis covered the period from January 1, 2021 to December 31, 2023.
The products subject to the measures are classified under Turkish customs tariff codes 7219.31.00.00.00, 7219.32.10.00.00, 7219.32.90.00.00, 7219.33.10.00.00, 7219.33.90.00.00, 7219.34.10.00.00, 7219.34.90.00.00, 7219.35.10.00.00, 7219.35.90.00.00, 7220.20.21.00.11, 7220.20.21.00.12, 7220.20.29.00.11, 7220.20.29.00.12, 7220.20.41.00.11, 7220.20.41.00.12, 7220.20.49.00.11, 7220.20.49.00.12, 7220.20.81.00.11, 7220.20.81.00.12, 7220.20.89.00.11 and 7220.20.89.00.12.
Following the final notification, the Ministry’s findings will be submitted to the Board for the Evaluation of Unfair Competition in Imports, which will take the final decision on the imposition of anti-dumping duties and publish it in the Official Gazette.
