Xuan Thien to develop flat steel production facilities in Ninh Binh province

Vietnam’s Xuan Thien Group has signed a strategic investment and cooperation agreement with Primetals Technologies to develop advanced steelmaking facilities in Ninh Binh province, marking a key step toward positioning Vietnam as a regional hub for high-quality steel production.

Under the agreement, Primetals Technologies will act as the technology partner, supplying engineering expertise, advanced solutions, and key equipment. The project includes two major production lines featuring technologies not previously deployed in Vietnam.

The first complex will focus on heavy plate production and will include an EAF Ultimate electric arc furnace, twin ladle furnaces, twin vacuum degassing units, a continuous slab caster, and a plate Steckel mill. The setup is designed to deliver high flexibility in raw materials, shorter tap-to-tap times, and lower energy consumption.

A second production line will produce endless hot-rolled coil (eHRC), incorporating two EAF Ultimate furnaces, twin ladle furnaces, twin vacuum degassing plants, and Arvedi ESP technology, enabling the production of ultra-thin, high-quality steel products.

These facilities are expected to support domestic supply for sectors such as offshore wind, shipbuilding, mechanical engineering, automotive, and defense, reducing Vietnam’s reliance on imported steel products with high strength and large dimensions.

The partnership forms part of Xuan Thien’s broader green steel strategy, centered on the Xuan Thien green steel complex in Ninh Binh. The project combines electric arc furnace technology with low-emission ironmaking based on natural gas and, in the future, green hydrogen, aligning with global decarbonization trends and international market standards.

Once operational, the complex is expected to support regional economic development while strengthening Vietnam’s position in the global low-carbon steel value chain.
