Ministry imposes AD tariffs on cold-rolled electrical steel imports from China

India’s Ministry of Finance has imposed anti-dumping duties on imports of cold-rolled non-oriented (CRNO) electrical steel from China for a period of five years, following recommendations from the Directorate General of Trade Remedies (DGTR), according to a notification published in the official gazette.

Under the decision, imports from Wuhan Iron & Steel, Baosteel Zhanjiang Iron & Steel, and Baoshan Iron & Steel will attract an anti-dumping duty of USD 223.82 per ton, while shipments from all other Chinese producers will face a higher duty of USD 414.92 per ton.

The investigation covered cold-rolled non-oriented electrical steel, also referred to as NOES, NGO, or CRNGO, including silicon electrical steel products in coil or sheet form, of all widths and thicknesses, whether coated or uncoated. Cold-rolled full-hard silicon electrical steel (CRFH), used in the manufacture of CRNO, was excluded from the scope.

The dumping investigation covered the period from April 1, 2023, to March 31, 2024, while the injury assessment spanned April 1, 20s20, to March 31, 2024.

The case was initiated following a complaint filed by Posco Maharashtra Steel Pvt Ltd and CSCI Steel Corporation India Pvt Ltd. DGTR said imports of CRNO from China increased more than tenfold during the investigation period compared with 2020-21 levels, concluding that dumped imports had caused material injury to India’s domestic industry.
