Ministry imposes AD tariffs on Japanese, Chinese HRC imports

South Korea has imposed definitive anti-dumping duties on imports of hot rolled carbon steel and alloy steel flat products originating from Japan and China, following an investigation that found dumped imports had caused material injury to the domestic steel industry. The measure came into effect on 23 June 2026 and will remain in force for five years, according to a regulation issued by the Ministry of Economy and Finance.

Under the final ruling, anti-dumping duties for Japanese producers are set at 33.43pct for JFE Steel, 31.58pct for Nippon Steel and 32.66pct for all other Japanese exporters. For Chinese producers, the duties are 29.37pct for Baoshan Iron & Steel (Baosteel), 28.16pct for Bengang Steel Plates and Angang Steel, and 33.10pct for Dalian Woo-Ho Hongkong, Sharpmax International Hongkong, Sino Commodities International and all other Chinese exporters.

The regulation exempts exporters that have entered into accepted price undertakings with the Korean authorities, including major Japanese producers such as JFE Steel, Nippon Steel and Tokyo Steel, as well as several leading Chinese steelmakers including Baosteel, Bengang, Angang, Shougang Jingtang, Shagang and Rizhao Steel, provided they comply with the agreed pricing commitments.

The duties cover hot rolled carbon steel and alloy steel flat products in coil, sheet and plate form classified under HS codes 7208.10, 7208.25, 7208.26, 7208.27, 7208.36, 7208.37, 7208.38, 7208.39, 7208.40, 7208.51, 7208.52, 7208.53, 7208.54, 7208.90, 7211.13, 7211.14, 7211.19, 7211.23, 7211.29, 7211.90, 7225.30, 7225.40, 7225.50, 7225.91, 7225.92, 7225.99, 7226.91 and 7226.99.

South Korea’s Ministry of Economy and Finance said the decision follows findings by the Korea Trade Commission that dumped imports from Japan and China caused material injury to the domestic industry, warranting the imposition of anti-dumping duties for a five-year period.
