Ministry launches review of safeguard duty on welded steel tube imports

Morocco’s Ministry of Industry and Trade has initiated a review investigation into the possible extension of safeguard measures currently applied to imports of welded iron and steel tubes and pipes.

The investigation was opened on June 17, 2026, following a request submitted by the Association of Manufacturers of Steel Tubes and Profiles in Morocco on behalf of the domestic industry. The application was filed on April 30, 2026, and seeks a further extension of the safeguard measure currently in force.

The requesting domestic producers are Longofer, Comaprom, Maroc Fer, Tubes Et Profil, Sofafer, Distrifer, Smm Socodam Davum, Unipipe Et Profil And Batifer. According to the ministry, the nine companies represented approximately 96pct of Morocco’s domestic production of iron and steel tubes and pipes in 2025.

The products under review are welded iron or steel tubes and pipes of circular, square or rectangular cross-sections, including conical or pyramidal shapes.

The products are currently classified under the following Moroccan customs tariff codes including 7306191090; 7306199900; 7306301099; 7306309900; 7306501090; 7306509900; 7306611010; 7306611090; 7306619000; 7306691000; 7306699900; 7306902012; 7306902019; 7306902022; 7306902029; 7306902039; 7306909019; 7306909099.

Morocco first imposed a safeguard measure on imports of the products on November 6, 2020, in the form of an additional duty of 25pct for a period of three years. The duty was reduced by one percentage point each year during the application period. The measure was subsequently extended on December 14, 2023, for an additional three years through an additional duty of 22pct, which is also subject to an annual reduction of one percentage point.
