NTC extends AD tariffs on Chinese steel billets after sunset review

The National Tariff Commission (NTC) has decided to continue anti-dumping duties on imports of continuous casting steel billets from China into Pakistan, following the conclusion of a sunset review.

The review, initiated in June 2025 upon application by domestic producers Amreli Steels, Mughal Iron & Steel Industries and Frontier Foundry Steel, examined the period from January 2022 to December 2024.

The commission determined that removal of duties would likely lead to continued or renewed dumping, resulting in material injury to the domestic industry. Identified risks include increased import volumes, price undercutting and suppression, as well as negative impacts on production, capacity utilization, sales, market share and profitability.

Based on these findings, the NTC has extended the anti-dumping duty of 24.04pct on Chinese billet imports for a further five years, effective from June 22, 2025. Pakistan initially imposed the duty in June 2017, which was subsequently extended in June 2022 following the first sunset review.

The product under review covers steel billets originating in and/or exported from China to Pakistan, classified under Pakistan Customs Tariff Nos. 7207.1110, 7207.1190, 7207.1210, 7207.1290, 7207.1910, 7207.1920, 7207.1990, 7207.2010, 7207.2020, 7207.2090, 7224.1000, and 7224.9000.

The duty will not apply to billets used for export-oriented production or foreign grant-in-aid projects under applicable exemption schemes.
